I read that the new season of Fairy Tail is suppose to be out on DVD on 4/30

Sorry to burst your bubble, but that DVD is only one of the "Collection" DVD's, those DVD's only have a certain amount of episodes that were released some time ago.
The second season is slated for June this year and the movie for Winter this year as well
