New post button and thread settings?

Is there not a new post button like JD has? We need one. Also I can't seem to find how to change the forum settings so I see the newest post first instead of the oldest post first. I've spent like an hour just figuring out where all the settings etc. are and more for getting this account of mine all set up and I just can't find it. Is there not a way to change the forum settings?

On the forum index its called, "View posts since last visit." it's on the left right above the first forum category. It says:

View posts since last visit • View your posts • View unanswered posts

Viewing the newest post instead of the oldest is something I'll probably have ot change in the acp.
