It is supposed to be like an extended trailer, based on a 80s style Doctor Who. Its really good for something fan made.

I heard that they are animating some of the lost episodes as they have the audio just not the video.

Nah, I don't think so, the original author of that video took it down, that above video is a re-upload. Unless someone else is going to do it, I don't think its going to happen.
